Accepting procedure of foreign citizens on 2009.

1. This procedure regulate accepting of foreign citizens including abroad nationals (hereinafter referred to as foreign citizens) to Kazan State Medical University for education by major educational programs of higher professional education:

2.Accepting of foreign citizens to Kazan SMU realize compliance with international agreements of Russian Federation at the expense of funds appropriate budget (including that one, which fixed by Government of Russian Federation by quota), also by contract of payment cost for education by physical person.

Accepting of foreign citizens for studying at the expense of funds appropriate budget is realizing:

3.1. In the range of quota , which is determine by Government of Russian Federation in compliance with Decision of Government of Russian Federation from 25 of august 2008 year ¹638 "About collaboration with foreign countries in education field", in federal state educational establishment higher professional education by courses of federal agency of education - without preliminary examination.

3.2. As consistent with Agreement about concession of equal rights between citizens of countries - members of Contract about extending of integration in economy and humanitarian fields from 29 of march 1996 year to enter to educational institution, which was approved by the Decision of Government of Russian Federation at 22 of June 1999 year, ¹662, and by other international contracts of Russian Federation and intergovernmental agreements of Russian Federation - to state institutes of higher professional education by competitive examination.

3.3.On basis of certificate of member of Government Program about rendering assistance voluntary migration to Russian Federation of nationals , which live abroad and which became members of Government Program about rendering assistance voluntary migration to Russian Federation of nationals , which live abroad,. This program was approved by Russian Federation's president's Decree at 22 of June 2006 year ¹637. These nationals can enter to state educational institutes of higher professional education by competitive examination.

3.4. In compliance with Federal law from 24 of May 1999 year ¹99-FL "About politics of Russian Federation with respect to abroad nationals" - state educational institutes of higher professional education by competitive examination.

4.Accepting of foreign citizens to educational institutes for studying by contracts with payment for cost of education with physical and/or artificial persons realize in the range of number, which is establish by licence for right for lead educational work by the conditions , which are range by yearly rules of accepting.

5.Foreign citizens have a right to out-of-competition and have an advantage right to enter to state and municipal educational institutes of higher professional education in cases, which provided by the law of Russian Federation.

6.Registration of documents for foreign citizens for first year of education carry out from persons, which select in subpoint 3.1., in time constraints, which are range by federal agency of education.

For Foreign citizens, which selected in subpoints 3.2 - 3.4 registration of documents begins from 20 of June 2009 year and finishes:

7. Registration of documents for first year of education for foreign citizens for studying by contracts with payment for cost of education with physical and/or artificial persons organizing in dates which selected in point 6.

8. Person, who entering for first year of education is able to hand in an application for two or more faculties at the same time also for different forms of education and budget or places with contract with payment for cost of education.

9. Foreign citizens , which have certificate with results of Integrated Government Exam (IGE) are able to enter by the results of IGE and to send documents by post-mail. Documents, which were send by post-mail is not accepting by university if they were send later then dates which written in point 6.

10.Foreign citizen, which is entering by baccalaureate program or by program for preparation of specialist should give document of foreign government about his education, which is allow in Russian Federation as equivalent state document about full high education or about high professional education.

To get the second higher education accepting those citizens, who have state document about education, which is allow in Russian Federation as equivalent for diploma of specialist with higher professional education.

11.To apply on Russian language foreign citizen have to give follow documents:

All the translations on Russian language should be done for those last name and name, which are selected in entry-visa.

Foreign citizens, which are entering in the range of fixed quota by the decision of Government of Russian Federation from 25of August 2008 year ¹638 "About co-operation with foreign countries in education field " quota, in addition for above mentioned documents should give assignment of Federal agency of education.

If the foreign citizen gives documents to admissions department himself, he has given receipt about accepting his documents.

12. In statement entering foreign citizen fixes the fact of acquaintance with licence for allow of educational work and certificate about government accreditation and attachments for them by chosen direction of specialty, also the fact of getting the education of this degree his first time, the fact of acquaintance with date of giving original document about education and certificate with results of IGE , acquaintance with rules of appeal against, and all this is assure with own signature of matriculant.

13.Foreign citizens, which selected in subpoints 3.2 - 3.4 take preliminary examination, which organize in Kazan SMU as writing exam. If foreign citizens, which fixed in suppoints 3.2 - 3.4 and in point 4, gave results of IGE of general subjects, which included with educational institutes into list of preliminary examination for compliant direction of preparation or specialization, educational institute consider results of IGE as results for preliminary examination in Chemistry, Biology,Russian language.

14.Foreign citizens , which allow to accept for education at the expense of means of compliant budget and which are winners and prize winners of last stage of All-Russian school competition, accepting to Kazan SMU without preliminary examination by the directions of specialties compliant with profile of All-Russian school competition.

Results of the winners and prize winners of the last stage of All-Russian school competition are accept in Kazan SMU as the highest results of preliminary examination ("100" points) by follow general subjects for accepting by the directions of specialties, which are not complaint with profile of competition.

15. Accepting of foreign citizens, which selected in subpoints 3.2 - 3.4, for the places, which finance at the expense of means of compliant budget and foreign citizens for education by contracts with payment for cost of education with physical and/or artificial persons realize in time constraints, which fixed in Kazan SMU:

Persons, which included into list of recommending persons for the acceptance and didn't give original documents on fixed dates consider as refused of accepting. If there are vacant places follow acceptance realize from that number of persons, which follow in full last names list after recommended for acceptance personsand it lasts until total full of vacant places by follow schedule:

Acceptance for the education by programs for preparing specialists by postal tuition - 29th of September 2009 year.

16. Accepting of foreign citizens, which are entering by the assignment of Federal agency of education realize in dates which fixed with Federal agency of education.
