REGULATIONS OF ADMISSION TO KAZAN STATE MEDICAL UNIVERSITY

OF FOREIGN CITIZENS IN THE YEAR 2011

 I. GENERALITIES

           1. This Document regulates the admission of foreign citizens, stateless persons, including the compatriots living abroad (hereinafter – Foreign Citizens), entering Kazan State Medical University (hereinafter – Kazan SMU) for training in the main educational programs of higher professional education.

 

2. Admission of foreign citizens to Kazan SMU in the part that is not regulated by these Regulations shall be done in accordance with the Order of Admission of Citizens of the Russian Federation to the State-accredited educational institutions of higher professional education approved by the Ministry of Education and Science of the Russian Federation dated the 21st of October 2009 ¹ 442 (hereinafter – the Order of Admission of Citizens of the Russian Federation), in accordance with the Order of Admission of Foreign Citizens to the State-accredited educational institutions of higher professional education approved by the Ministry of Education and Science of the Russian Federation dated the 29th of December 2009 ¹ 841 (hereinafter – Order of Admission of Foreign Citizens), and in accordance with the Regulations of Admission to Kazan SMU in the year 2010, approved by the Academic Council of Kazan SMU (protocol number 5 dated the 28th of December 2011).

 

3. Admission of foreign citizens to Kazan State Medical University for training in the main educational programs of higher professional education shall be conducted in accordance with the international treaties of the Russian Federation and intergovernmental agreements of the Russian Federation at the expense of the respective budget (including the limits determined by the Russian Federation Government quota), and in accordance to contracts according to which the educational tuition is paid by individuals and (or) legal entities.

 

4. Admission of foreign citizens for training at the expense of the respective budget is carried out:

 

4.1. Within the limits of the quota determined by the Government of the Russian Federation in accordance with the Resolution of the Government of the Russian Federation dated the 25th of August 2008 ¹ 638 " Concerning collaboration with foreign countries on education " (Collected Legislation of the Russian Federation, 2008, ¹ 35, art. 4034) – according to referral lists of the Federal Agency for Education.

 

4.2. In accordance with the Agreement on granting equal rights for citizens of the countries-participants of the Treaty on Extending integration in the economic and humanitarian fields from the 29th of March 1996 for entering educational institution,  which was adopted by the Resolution of the Government of Russian Federation dated the 22nd of June 1999, ¹ 662 (Collected Legislation of the Russian Federation, 1999, ¹ 27, art. 3364), in accordance with the Agreement on Cooperation in the field of education, city of Tashkent, 15th of May, 1992 (Bulletin of International Treaties, 1994, ¹ 6, p. 9), in accordance with the Agreement between the Government of the Russian Federation and the Government of the Republic of Georgia concerning cooperation in the fields of culture, science and education, approved by the Resolution of the Government of the Russian Federation dated the 2nd of February 1994 ¹ 43 (Collected Acts of the President and the Government of the Russian Federation, 1994, ¹ 6, art. 465), and by other international contracts of Russian Federation and intergovernmental agreements of Russian Federation.

 

4.3. Based on the certificate of a member of the Governmental Program on rendering assistance to voluntary migration to Russian Federation of compatriots, who live abroad and who have become members of the Governmental Program on rendering assistance to voluntary migration to Russian Federation of compatriots, who live abroad, adopted by the Decree of the President of Russian Federation on the 22nd of June 2006 ¹ 637 (Collected Legislation of the Russian Federation, 2006, ¹ 26, art. 2820).

 

4.4. In accordance with the Federal law of the 24th of May 1999 ¹ 99-FL Concerning State politics of Russian Federation relative to compatriots abroad” (Collected Legislation of the Russian Federation, 1999, ¹ 22, art. 2670, 2002, ¹ 22, art. 2031, 2004, ¹ 35, art. 3607; 2006, ¹ 1, art. 10; ¹ 31, art. 3420, 2008, ¹ 30, art. 3616, 2009, ¹ 30, art. 3740) (hereinafter — Federal Law).

 

5. Admission of foreign citizens, referred to in subparagraphs 4.2 — 4.4 of paragraph 4 of these Regulations, to Kazan SMU for education at the expense of the respective budget is conducted on a competitive basis, unless otherwise stipulated by Russian law.

 

6. Admission of foreign citizens to Kazan SMU for training under contracts with the educational tuition paid by individuals and (or) legal entities is conducted in accordance with the capacity limits defined in the license for conducting educational activities, on the terms determined annually by the Regulations of Admission to the University.

 

7. The information referred to in paragraphs 20 and 21 of the Order of Admission of Citizens of the Russian Federation, is available on the information posters of the Selection Committee of Kazan SMU and on the official web-site of Kazan SMU in Russian and English languages.

 

8. For the duration of the period of receiving application documents the Selection Committee of Kazan SMU informs on a daily basis the number of applications submitted and competition, it organizes special telephone lines to answer all the questions coming in Russian (236-12-72) and in English (236-77-44) languages.

 

 

II. SUBMISSION OF APPLICATION DOCUMENTS FROM CANDIDATES

 

9. Submission of documents for entering the first year of education is conducted in the following time frames:

 

9.1. For foreign citizens referred to in subparagraph 4.1 of paragraph 4 of these Regulations, the deadlines are set by the Federal Agency for Education;

 

9.2. For foreign citizens referred to in subparagraphs 4.2 — 4.4, paragraph 4 of these Regulations, the deadlines are established in accordance to paragraph 22 of the Regulations of Admission to the Kazan SMU in 2011.

 

9.3. For foreign citizens entering on contract terms with the educational tuition being paid by individuals and (or) legal entities, the application period is set to be from the 20th of June to the 15th of October 2011.

 

10. The candidate applying for the first year of education can apply for and participate in the competition simultaneously in three areas of training (specialties), group training areas (specialties) or faculties for various forms of education, according to which the main educational programs are implemented in Kazan SMU, and at the same time a candidate can apply for a budget place and for a place under a contract with payment of the tuition fees.

Foreign citizens, with a certificate of results of the Unified State Examination (hereinafter – USE) have a right to enter the University according to the results of the USE, and have the right to apply to no more than five Educational Institutions in three areas of training (specialties), groups of training areas (specialties) or faculty for various forms of education, according to which the main educational programs of the educational institution are implemented, and at the same time a candidate can apply for a budget place and for a place under a contract with payment of the tuition fees.

The applicants referred to in subparagraph 9.2. of these Regulations, may submit an application for admission to the first year of education, as well as all the necessary documents through the postal operators of general use (hereinafter – by mail). Documents sent by the applicant by mail, are accepted if they are received no later than the deadlines set by paragraph 22 of the Regulations of Admission to Kazan SMU in 2011 for the completion of admission documents.

 

11. When applying (in Russian language) for admission to Kazan SMU a foreign citizen must submit the following documents:

-        an original document of State standard confirming previous education (or its legally certified copy), or the original document of a foreign country confirming previous education, which is recognized as an equivalency in the Russian Federation to the document of a State standard confirming education (or its legally certified copy), if necessary with a certificate of establishment of the document’s equivalency, or original of legalized in the appropriate manner (if necessary) documents of the foreign country confirming education and the its transcript (if the latter is provided by the legislation of the country, where the certificate of education was issued). The mentioned documents confirming education are presented among those referred to in paragraph 12 of these Regulations;

-        a legally certified translation into Russian language of a document of a foreign country which confirms previous education and its transcript (if the latter is provided by the legislation of the country, where the certificate of education was issued);

-        a copy of an identity document of the applicant or an identity document of a foreign citizen in the Russian Federation in accordance with Article 10 of the Federal Law dated the 25th of July 2002 ¹ 115-FL " Concerning the Legal Status of Foreign Citizens in the Russian Federation " (Collected Legislation of the Russian Federation, 2002, ¹ 30, art. 3032);

-        copies of documents or other evidence which prove belonging of the compatriot living abroad to the groups provided for in Article 4 of the Federal Law; o

-        a copy of an entrance visa to the Russian Federation, if the foreign citizen has arrived in the Russian Federation by an entrance visa;

-        the needed number of photographs.

All translations into Russian language should be written in the name and surname stated in the entrance visa.

 

12. A foreign citizen applying for education in the specialist preparation program should present a document of State standard confirming his/her previous education in a high school or college, or a document of a foreign confirming previous education, which is recognized in the Russian Federation as an equivalent of a State document proving completion of general school education or intermediate professional education.

For training in programs of postgraduate education accepted are foreign citizens who have a Diploma of a Higher educational Institution or a diploma, or a document of a foreign country proving education which is recognized in the Russian Federation as an equivalent of a specialist’s Diploma of Higher Professional Education, or a specialist’s Diploma.

 

 13. Foreign citizens, entering in the range of the fixed quota by the decision of the Government of Russian Federation from the 25th of August 2008 ¹638 “Concerning cooperation with foreign countries in education” (Collected Legislation of the Russian Federation, 2008, ¹ 35, art. 4034), in addition to the above mentioned documents should also submit a referral letter of the Federal Agency of Education.

 

14. In the application form the applicant confirms the fact of acquaintance with the license of Kazan SMU allowing educational activity, with the certificate proving government accreditation and supplements to them according to the chosen specialty and all this is certified by a personal signature of the applicant.

In the same manner the applicant certifies with personal signature the following:

-       information about passing the USE and its results or the place of taking the USE in the additional periods of USE conduction (if admission is based on the results of USE);

-       confirmation of submitting the application to no more than five Higher educational institutions (if admission is based on the results of USE);

-       familiarization with the rules of appeal for admission to first year of education based on the results of entrance examinations, additional entrance tests and certification tests;

-       personal consent allowing the processing of personal data in the manner determined by the Federal Law of the 27th of July 2006 ¹ 152-FL "Concerning Personal Data" (Collected Legislation of the Russian Federation, 2006, ¹ 31, art. 3451).

If there are multiple results USE, which have not yet expired, the applicant provides information on which of the USE results and in what general subjects are to be used.

In case the applicants submitted information does not corresponding with the reality, Kazan SMU has the right to return the documents to the applicant.

 

15. In the case of the applicant submitting the documents in person a receipt for the submission of documents will be issued.

  

III. ENTRANCE EXAMINATIONS TO THE KAZAN SMU

 

16. Entrance examinations for foreign citizens referred to in subparagraphs 4.2 — 4.4, paragraph 4 of these Regulations, are conducted in accordance with paragraph 37 of the Regulations of Admission to Kazan SMU in 2011.

 

17. Foreign citizens applying for places allocated in excess of the target figures of admission with full tuition fee coverage, pass the entrance examinations (profile subject and Russian language) in the form of an interview.

 

18. If the foreign citizens referred to in subparagraphs 4.2 — 4.4, paragraph 4 and paragraph 6 of these Regulations, present the results of USE on general subjects which are included by Kazan SMU into the list of entrance examinations to the respective specialty, Kazan SMU takes into account the results of the USE as a result of entrance examinations in the presented general subjects.

 

19. Foreign citizens who are eligible for admission for education at the expense of the respective budget and who are winners of the final phase of the All-Russian School Olympiad are admitted without entrance examinations to Kazan SMU in the field which is corresponding with the profile of the All-Russian School Olympiad.

The results of the winners of the final phase of the All-Russian School Olympiad are recognized by Kazan SMU as the highest results of entrance examinations (“100” points) on these general subjects when applying for a specialty, not corresponding with the profile of the Olympiad.

Foreign citizens – winners and runners-up of School Olympiads are admitted to Kazan SMU in the manner approved by the Order of the Ministry of Education and Science of the Russian Federation dated the 22nd of October 2007 ¹ 285 (registered by the Ministry of Justice of the Russian Federation on the 16th  of November 2007, registration ¹ 10496), as amended in the Orders of the Ministry of Education and Science of the Russian Federation on the 4th of September 2008 ¹ 255 (registered by the Ministry of Justice of the Russian Federation on the 1st of October 2008, registration ¹ 12381), on the 20th of March 2009 ¹ 92 (registered by the Ministry of Justice of the Russian Federation on the 27th of April 2009, registration ¹ 13837), on the 6th of October 2009 ¹ 371 (registered by the Ministry of Justice of the Russian Federation on the 24th of November 2009, registration ¹ 15301).

20. Foreign citizens referred to in subparagraph 4.1 of paragraph 4 of these Regulations are admitted to Kazan SMU without entrance examinations based on referrals of the Federal Agency for Education.

  

IV. ADMISSION TO KAZAN SMU

21. Admission to Kazan SMU of foreign citizens referred to in subparagraphs 4.2 — 4.4, paragraph 4 of these Regulations to the places funded by the respective budget is conducted in the manner and within the deadlines defined in paragraphs 63-66 of the Regulations of Admission to Kazan SMU in 2011.

22. Admission of foreign citizens to Kazan SMU applying with the referral of the Federal Agency on Education is conducted within the time limits set by the Federal Agency on Education.

23. Admission of foreign citizens to Kazan SMU for education under contracts with the tuition paid by individuals and (or) legal persons is conducted before the December 31, 2011.
